Pakistan Mountaineering Regulations

Application Procedure

Initial Submission

Foreign expeditions must submit:

  • Completed application form (Annexure A) with one copy to nearest Pakistani Embassy/Consulate
  • Copy with royalty receipt to Gilgit Baltistan Council Secretariat, Islamabad

Processing Timeline

  • Applications processed on first-come-first-served basis
  • Permits typically issued within 60 days
  • Incomplete or late applications may be rejected

Team Composition

  • Provisional bookings allowed if team members undecided
  • Final member details due 3 months before arrival
  • No climber may join multiple expeditions in one season

Peak Selection

  • Must list 3-4 preferred peaks in order
  • Multiple 8000m peaks require special permission
  • Government may assign same peak to multiple teams

Cancellation Policy

Government Cancellation

Authorities may cancel permits anytime without reason, with full royalty refund.

Expedition Cancellation

Teams canceling voluntarily forfeit royalty fees. Date changes permitted based on availability.

Briefing Procedures

Pre-Expedition

  • Mandatory briefing in Islamabad/Rawalpindi
  • 24-hour notice required (excluding Fridays/holidays)
  • Expect 4-5 days for preparations

Post-Expedition

  • Debriefing required before leaving Pakistan
  • Same 24-hour notice period applies

Liaison Officer Requirements

Assignment

All expeditions must include a government-assigned LO.

Compensation

  • $30/day in Islamabad/Rawalpindi
  • $15/day in Northern Areas + accommodation
  • Team covers all food, transport, and equipment

Responsibilities

  • Provides route/local custom advice
  • Assists with purchases (no financial transactions)
  • Accompanies team to highest safe altitude

Equipment

Expedition must provide complete mountain gear for LO per Annexure C specifications.
